Why Isn't Karl Rove in Jail?

In an interview on C-SPAN with Brian Lamb, Novakula reminded everyone that Karl Rove helped Novak expose Valerie Plame's identity:

LAMB: [Concerning Karl Rove] you say, “never enjoyed such a good source inside the White House.”

NOVAK: That’s true. He was a confirming source on the Valerie Plame story. He revealed himself as having – he quoted himself of what he told me, so that the confidentiality was gone by his own statement.

Novak didn't commit a crime because he didn't know Plame was covert. But what about Rove - did he know? And even if he didn't know, didn't he break the law by mishandling classified information?

Why hasn't Henry Waxman hauled Rove before his committee to find out?

why Bush hasn't punished Rove.

But why hasn't Henry Waxman, chairman of the Committee on Government Oversight and Reform, even hauled Rove before his committee?
