Open letter to Congress

I have sent the following letter to many members of congress but I can't reach em all. Feel free to cut and paste anything you can use.

Dear Congressperson,

As the owner of a small business I have to pay very close attention to any contract we are asked to enter into. I have read and re-read the Proposal for Bailout Plan supposedly drafted by Henry Paulson(?) last week. Never in my life have I seen such a blatant power play by anyone. This piece of (?) legislation has more holes that Henry Whittingtons face. After carefully reviewing the proposed Act the only sections I could fined no problem with were section 3, Considerations and section 12, Definitions. Let me sight some examples:

Section 2 (a) Authority to Purchase.--The Sectretary is authorized to Purchase....."on such terms and conditions as determined by the sectretary"...
Talk about the fox guarding the henhouse. This gives all the power to determine what is going to be done to the doer.

Section 2 (b) Necessary Actions.--The Secretary is authhorized to "take such actions as the Secretary deems necessary to carry out the authorities of this Act, including, without limitation:
Even Jesus didn't have this much freedom.

(1) appointing such employees as may be required...
All his relatives are set for awhile.
(2) entering into contracts, .........."without regard to any other provision of law...."
Can you say get out of jail free card?
(3) designating financial institutions as financial agents of the Government.....
HUN?

Section 4. Reports to Congress.

After the first 3 months then semiannually.
Is this Secretary an elected position? How does he get to be so "unsupervised"?

Section 5. Rights; Management; Sale of Mortgage-Related Assets.

Everything under this section is at the SOLE discression of the Secretary.
Again, is this an elected position? Why should he have more power over our money than our duly elected officials?

Section 6. Maximum Amount of Authorized Purchases.

The Secretary's authority to purchase..........limited to $700,000,000,000.00 outstanding "at any one time"
So is this saying what I think it is saying? If he spends the whole 700 BILLION in the first three month does he get MORE? I think we'll learn more on this later.

Section 7. Funding.

Any funds expended for actions authorized by this Act, including the payment of administrative expenses, shall be deemed appropriate at the time of such expenditure."
So the Secretary can pay himself and all of his assistants (relatives) a bonus of say $350 Billion and no one can questions it?

Section 8. Review.

Decisions by the Secretary pursuant to the authority of this Act are""non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency.
Yep, this is the right section for this little ditty. Not only a 'get out of jail free card' but a License to STEAL. Can you say "Crazy"?

Section 9. Termination of Authority.

The authorities under this Act, with the exception of authorities granted in sections 2(b)(5), 5 and 7, shall terminate two years from the date of enactment of this Act.
Now correct me if I'm wrong but through these exceptions did the Secretary not just give himself carte blanc to extend the two year termination date at his sole discression?

Section 10. Increase in Statutory Limit on the Public Debt.

Subsection (b) of section 3101 of title 31, United States Code [of Law], is amended by striking out the dollar limitation contained in such subsection and inserting in lieu thereof $11,315,000,000,000.
There it is, if we look back to section 6 we find that the $700 Billion is like spit in the ocean. As my teenage granddaughter would say if she were texting a friend "WTF"!

Section 11. Credit Reform.

The costs................shall be determined as provided under the Federal Credit Reform Act of 1990, as applicable.
Yeah, right, as applicable.

Section 12. Definitions.

no complaints here.

You may have noticed that I left out Section 1. Short Title.

This Act may be cited as ___________________.
I have a few suggestions for the blank:

Stupid
Idiotic
Absurd
Illegal
Arrogant

Need I go on? I think it obvious where I stand on this issue. Where do you stand? To quote our inept President, "you're either with us or against us."
