Did I mention Brown's also a fraud and hardly a lawyer to boot? Can the criminal negligence proceedings now commence forthwith? Wonder if Smirk's still prayin' for Brownie? Or has that call for prayer been revoked now that Brown is Bush political roadkill?

"The focus has got to be on FEMA, what the people are trying to do down there," Michael Brown told The AP. His decision was not a surprise. Brown had been roundly criticized for FEMA's bearish response to the hurricane, which has caused political problems for Bush and fellow Republicans. "I'm turning in my resignation today," Brown said. "I think it's in the best interest of the agency and the best interest of the president to do that and get the media focused on the good things that are going on, instead of me." Brown said the resignation was his idea. He said he feared he was becoming a distraction to FEMA's relief effort...

and FEMA needs to be totally rebuilt from the ground up. Under Witt things got done. No FEMA wasn't perfect, but they did a much better job than they are able to do now.

I keep hearing out of the BA "what if it had been a terrorist attack?"

Ya what if? Why are we better prepared for a terrorist attack than a natural disaster? If we are more prepared and I doubt that completely, doesn't that prove that FEMA needs to be autonomous from homeland security? The BA stripped nearly 80% of the staff from FEMA, then put Brown in as head, proving how much importance they put on the welfare of cities and citizens.

Chertoff was the man in charge as Brown's boss. He stood on camera and looked like a deer in the headlights mumbling platitudes, while the storm did it's worst. I expected him to start channeling Condy and say "how could we have known?"

I don't remeber who in the BA said it but it was something like "You are more likely to be hit (or was it killed?) by a meteor than killed by a terrorist." But yet they didn't think a hurricane could hit a Southern coastal state? So are we really to believe they are preparing for the next to improbable task instead of getting ready for a probable danger to hit us? The entire administration out to be run out of town.

I will disagree with you on one aspect - Chertoff shouldn't be the next one to go - Bush should be!

I agree - he should be the next to go. The BA probably thinks having Brown resign will appease alot of people. But it should not stop there, not if there is hope of effecting real change.

Michael Brown, incompetent as he was, may well have been hired BECAUSE he would be such an easy scape goat, and now, a sacrifricial lamb for the BA's criminal negligence. The ones who want and need scapegoats will be suckered by his resignation.
And, how about Bush claiming to know nothing about it, stating, "I've been busy working". Surely, he must sooner or later "bottom out", in his deceit.

Florida Disaster: FEMA Paid Millions in False Claims to Help Bush Win Fla. Votes, Jason Leopold
Michael Brown, the embattled head of the Federal Emergency Management Agency, approved payments in excess of $31 million in taxpayer money to thousands of Florida residents who were unaffected by Hurricane Frances and three other hurricanes last year in an effort to help President Bush win a majority of votes in that state during his reelection campaign, according to published reports. Some Homeland Security sources said FEMA's efforts to distribute funds quickly after Frances and three other hurricanes that hit the key political battleground state of Florida in a six-week period last fall were undertaken with a keen awareness of the looming presidential elections, according to a May 19 Washington Post story.

Homeland Security sources told the Post that after the hurricanes that Brown and his allies [recommended] him to succeed Tom Ridge as Homeland Security secretary because of their claim that he helped deliver Florida to President Bush by efficiently responding to the Florida hurricanes. The South Florida Sun-Sentinel uncovered emails from Florida Gov. Jeb Bush that confirmed those allegations and directly implicated Brown as playing politics at the expense of hurricane victims.

EDIT:Right after the election FEMA changed the regulations. Now there must be a minimum of 800 homes flattened in any area, before residents are eligable for any financial help from FEMA.

As thousands of hurricane victims went without food, water and shelter in the days after Katrina's early morning Aug. 29 landfall, critics assailed Brown for being responsible for delays that might have cost hundreds of lives.

But Chertoff - not Brown - was in charge of managing the national response to a catastrophic disaster, according to the National Response Plan, the federal government's blueprint for how agencies will handle major natural disasters or terrorist incidents. An order issued by President Bush in 2003 also assigned that responsibility to the homeland security director.

But according to a memo obtained by Knight Ridder, Chertoff didn't shift that power to Brown until late afternoon or evening on Aug. 30, about 36 hours after Katrina hit Louisiana and Mississippi. That same memo suggests that Chertoff may have been confused about his lead role in disaster response and that of his department.

"As you know, the President has established the `White House Task Force on Hurricane Katrina Response.' He will meet with us tomorrow to launch this effort. The Department of Homeland Security, along with other Departments, will be part of the task force and will assist the Administration with its response to Hurricane Katrina," Chertoff said in the memo to the secretaries of defense, health and human services and other key federal agencies.

On the day that Chertoff wrote the memo, Bush was in San Diego presiding over a ceremony marking the 60th anniversary of the end of World War II.
