FEMA Chief Sent Help Only When Storm Ended
WASHINGTON (AP) - The top U.S. disaster official waited hours after Hurricane Katrina struck the Gulf Coast before he proposed to his boss sending at least 1,000 Homeland Security workers into the region to support rescuers, internal documents show.
Part of the mission, according to the documents obtained by The Associated Press, was to ``convey a positive image'' about the government's response for victims.
Acknowledging that such a move would take two days, Michael Brown, director of the Federal Emergency Management Agency, sought the approval from Homeland Security Secretary Michael Chertoff roughly five hours after Katrina made landfall on Aug. 29.
Before then, FEMA had positioned smaller rescue and communications teams across the Gulf Coast. But officials acknowledged the first department-wide appeal for help came only as the storm raged.
Brown's memo to Chertoff described Katrina as ``this near catastrophic event'' but otherwise lacked any urgent language. The memo politely ended, ``Thank you for your consideration in helping us to meet our responsibilities.''
The initial responses of the government and Brown came under escalating criticism as the breadth of destruction and death grew. President Bush and Congress on Tuesday pledged separate investigations into the federal response to Katrina. ``Governments at all levels failed,'' said Sen. Susan Collins, R-Maine.
Homeland Security spokesman Russ Knocke said Brown had positioned front-line rescue teams and Coast Guard helicopters before the storm. Brown's memo on Aug. 29 aimed to assemble the necessary federal work force to support the rescues, establish communications, and coordinate with victims and community groups, Knocke said.
Instead of rescuing people or recovering bodies, these employees would focus on helping victims find the help they needed, he said.
``There will be plenty of time to assess what worked and what didn't work,'' Knocke said. ``Clearly there will be time for blame to be assigned and to learn from some of the successful efforts.''
Brown's memo told employees that among their duties, they would be expected to ``convey a positive image of disaster operations to government officials, community organizations and the general public.''
``FEMA response and recovery operations are a top priority of the department and as we know, one of yours,'' Brown wrote Chertoff. He proposed sending 1,000 Homeland Security Department employees within 48 hours and 2,000 within seven days.
Knocke said the 48-hour period indicated for the Homeland employees was to ensure they had adequate training. ``They were training to help the lifesavers,'' Knocke said.
Employees required a supervisor's approval and at least 24 hours of disaster training in Maryland, Florida or Georgia. ``You must be physically able to work in a disaster area without refrigeration for medications and have the ability to work in the outdoors all day,'' Brown wrote.
The same day Brown wrote Chertoff, Brown also urged local fire and rescue departments outside Louisiana, Alabama and Mississippi not to send trucks or emergency workers into disaster areas without an explicit request for help from state or local governments. Brown said it was vital to coordinate fire and rescue efforts.
Sen. Barbara Mikulski, D-Md., said Tuesday that Brown should resign.
After a senators-only briefing by Chertoff and other Cabinet members, Sen. Charles Schumer said lawmakers weren't getting their questions answered.
``What people up there want to know, Democrats and Republicans, is what is the challenge ahead, how are you handling that and what did you do wrong in the past,'' said Schumer, D-N.Y.
Meanwhile, the airline industry said the government's request for help evacuating storm victims didn't come until late Thursday afternoon. The president of the Air Transport Association, James May, said the Homeland Security Department called then to ask whether the group could participate in an airlift for refugees.

FEMA didn't know what to do[?]
given the fact; when Bush designed Dept Homeland Security [DHS] FEMA was placed under DHS protocol. --
FEMA Chief had no plan [prior] to Katrina [Cat-5] because Chertoff didn't hand down any orders addressing the 'plan'. --They relied on 'State and Local' first responders --and made it a 'State' issue --under the governor's office.
OK --now we know that DHS / FEMA are 'fronts of sorts'; Bush is a liar and minions under BushCO are no more than 'marketing reps' representing no more than 'propoganda'.
BASICALLY; if an event of a 'proposed disaster' --make sure you fill up your car w/ gas...take your personal belongings and get the hell out!! --[there is no plan to help you]...inside the U.S.

I don't know FEMA was in the dark about Missisippi, Alabama, Katrina catagory 4 hurricanes or the levees around New Orleans. I honestly think there is NO MONEY! I think the reserve is bust! I think Bush has spent every dime this country had. I think those 4 hurricanes in FL last year should have been the wake up call. FL got hit by Hurricane Dennis this year and I remember all the press saying the debris was still lying around from Ivan 10 months earlier. And yes, I do believe Floridans are treated better than other hurricane prone areas because of Jebbie. This should have been a HUGE red flag - the government doesn't have the ability and/or funds to deal with emergencies especially when hard-head Bush will not tax the rich (although I thought you taxed wealth). Bush didn't think the big one would happen on his watch. I'm glad it did because I think the Republicans knew they are going to loose the White House in the next election. I think Bush wanted a newly elected Democratic President to have ZERO funds! This way the Republicans could come out and yet again blame Democrats for giving all the money away for "welfare" causes or that totally stupid "tax and spend" label they love to give us. It sure would have been nice for the government to spend the $500 million on levee upgrades than the estimated $150 BILLION it is going to cost us MINUS the countless lives lost for no reason. The Bush plan has backfired. I know that everyone in this administration is somehow criminally attached to Bush - I guess he holds blackmail information over them so that they do not out him as a moron! Don't get me wrong, I think Chertoff and Brown are NOT qualified for their jobs but in the Bush administration this somehow means they ARE qualified. I wrote letters to my representatives advising them NOT to allow Chertoff to hold his current position but with the Republican controlled government, they are going to get what they want. May all the Republicans sink like the Titanic just like their captain in the White House!

Comparison with another major disaster...
and the response it engendered.
The other night, Ray Taliaferro, KGO San Francisco, pointed out that one really has to compare the response--ALMOST 100 YEARS AGO--to the San Francisco earthquake of 1906.
Federal military response took place within minutes of the event.
Within two days, ships sent with material and personel from the Naval Base in San Diego--took two days sailing to get to SF. Upon arrival, a tent city was up and operating.
Food, medicines, blankets and more was flowing into the city from the area outside SF. Food kitchens were set up and the homeless fed.
Katrina: No federal troops, no national guard troops, no food or water was allowed into NOLA for several days--as a matter of fact, food, medicines, medical personel, portable water systems, generators, and the like were refused entrance to NOLA on orders of FEMA.
The Bush administration has very effectively killed off up to 50,000 people and to all intents and purposes, have destroyed one of America's major cities. Further, through lies and spin, Bush and company are now blaming the victims and the overwhelmed state government.
Repugnants are good for just a few things: Lying, Stealing, Cheating and mass-murdering.
There is only one answer to what has happened: IMMEDIATE IMPEACHMENT.
