They left out the part about the intelligence being fixed around the policy. The media is not making it easy for the average joe to connect the dots... They are telling just enough to say they covered the story...

are planned, including" justification" for doing so.
They were planning this all along. The fact that they could not find
any WMD did not hinder the plans.
