Yup, I just got an auto email from Lundgren's office:

"Thank you for your email about the issues that are of concern to you.  I appreciate that you have sought my counsel.  You are receiving this email because you do not reside in the 3rd Congressional District ofCalifornia.  Although I appreciate knowing your views, I would also recommend that you contact your representative in Congress to ensure that you are properly served.  If you visit the official House website,www.house.gov, you should be able to find your representative by entering your zip code.  

Again, I thank you for communicating with me and I hope you will continue to stay involved in the legislative process.    If you feel that you have received this letter in error and are a resident of the 3rd district, please contact my district office at 916-859-9906." 

Note:I have side note;  The district line cuts through my Mobile Home Park to where 99% of the Park is in Matsui's District 5. That means Democrats.com is erring toward the vast minority in sending these petitions.I am not comfortable posting my exact address on the internet, but if the/an administrator of Democrats.com would like to contact me via IM or email I will give a Google Map of my location.

I went to the State Assembly website http://www.assembly.ca.gov/defaulttext.asp and did a look up "Find My District" it came up with a STATE ASSEMBLY REP in District 5 as well. (State Senate Rep is from District 6, but that doesnt explain where you guys are getting District 3)

 I just checked "My Account" > "Personal Info" and you have me listed CA District 05 (correct)

So if that wasnt just now changed WHY was my petition sent to Lundgren Dist 03?

I suppose you guys must have just now changed it.

 I will just kick back now.

I AM IN CA DISTRICT 05

I just emailed Rep Dan Lungren

"Dear Congressman,

I sent a petition the other day and your office replied that I am not one of your constituents. The Map on your website is dead (I tried 2 different Browsers several times). So I went to the US House of Representatives and entered my Zip Code... They say I am in your District. Then I went to California Secretary of State website and found a map (http://swdb.berkeley.edu/gis/) that; when I input my address:

   #### Valley Forge Lane, North Highlands, CA 95660-5479

 ... It says I am in District 5.

The website that generated the petition which was submitted to your office, insists I am in District 03.

Could this garbage be because the ENTRANCE of the Mobile Home park Is in your District and My actual residence is in District 05 ??

There should be a ROCK SOLID confirmation of who is my Representative. I want to see.

By the way, I just went back to the SoS website, entered my address and find out NOW I am in District 03. YOUR District, correct?

The best I can figure, is that Mr Lungren represents me in the afternoon; and Mrs Matsui in the morning.

Or I am right on the border and nobody represents me (Tax exempt?) (kidding)

Please help me out here.

Although I am in District 05, I am afraid other persons petitions in my district will be diverted to the wrong and OPPOSITE intended target. Rep Lungren will not even read them, they automatically get bumped like spam.

I talked to a phone person  in Lungrens office for about a half hour yesterday. He couldnt find ANY RECORD ON MY EMAIL, nor my petition.

So my Rep (Doris Matsui) doesnt know I want her to support HR 676. I guess I need to call next week.

Anyhow, the PROBLEM is in Lungrens court.

Here's the final diagnosis from the Director of the District Map used by Sec of State Debra Bowens website:

Unfortunately, the online representative look-up on the House of 
Representatives website i.e.,

maps his zipcode to the 3rd Congressional District which may be the origin 
of the confusion.

this confirms my initial instinct about what was going on with the search. 
we are putting a note on our site so people always put in their entire 
address and not just the zip code, which may lead to problems with the 
geocoding if the zipcode is in more than one district. thanks for bringing
