Richardson is proposing the House de-authorize funding for the war now prior to going on vacation. The rest of the plan includeds diplomatic and fiscal initiatives: a new approach to foreign policy. Could there not be a surge in this directon, led by Richardson, that could sweep Democrats into power, and start ending the war without further delay?
