I think enough's been said and done in Iraq. What happened to the idea of training the Iraqis to fight for themselves. It shouldn't take more than a month, if that. "Here, aim and pull the trigger. Use barricades here, and dig trenches there. And if you need to, you can get weapons from us, and if you don't have enough money, maybe you can trade us some oil for weapons. Set up your own draft. Everyone carry shields while riding busses etc. If you people wanna live, you gotta try hard enough. We did you a job, and happy we did it. Now you do it.
And since this place is so dangerous, maybe put small walls next to sidewalks for people to hide behind for emergencies or for simply walking around, and you get lucky enough to be behind one when a bomb goes off or possibly gunfire. If you need to, get some helicopters and patrol the outside of your own city. It's like police cars in America patrolling city blocks. Have at least one big bomb on them just in case.

Say it all in one day, and have them practice it for a month. They can announce it on T.V. to other cities there and/or train other cities, we can't do it all. They could even have a training video specified for Iraq, or just have a temporary "Iraqi Military Talk Show". That way, IF needed, only a small group of knowledgable Americans would be there, and maybe help on the talk show or training video.
