what to look for at the polls??

I have volunteered to be a poll watcher in this Nov. 7th election. A representative from the county called me today and asked if I would be the "presiding Judge " for our voting location. She said that I would be trained for this job.
My question is, "What should I look out for at the polls in terms of fraud?"

Absentee ballots
My home is in Jemez Springs but I presently reside in South Korea (yes, just below the all too well known "Axis of Evil"). Prior to the last the presidential election, I applied to the Republican-controlled Sandoval County election office, not once, but TWICE, for my absentee ballot - and I never received one...so, there, once again, went another Democratic vote uncounted.
Now I have, for this upcoming November, 2006 election, applied for my absentee ballot, but this time I made my application online...however, here it is, October 20, and I still have not received a ballot.
My question is: Is there anyway to get an absentee ballot from that place? It is so frustrating to know that I have tried and tried to cast my votes, as is my right as a US citizen, and over and over my right to vote has been denied me. If anyone has any idea how I might best deal with this, I would deeply appreciate your input.
