Ok, so when does the ballots get mailed out for the election? We are new to this state. We like that we can vote by mail because there are no lines, no machines, no "hanging chads", etc

Mine arrived about ten minutes ago...King County began mailing yesterday, and all will be in the mail by Friday.

There are still machines counting your vote.

I live in Clark County, and our mail in ballots are run through a machine to count our choices. Still hackable, though in theory there is a paper ballot that must match the machine count.
Unless of course there is some "event" that renders the paper ballots unreadable in the event that the results are contested.
I have a call in to the County Auditor to see which make and model of machine they use. I'm willing to bet it is one of these three, Diebold, Sequoia, or ES&S.

Here's a great article explaning the mail in ballots.
